Born in a peasant's family in Vladimirskaia Government.
Entered Pedagogical Institute in Moscow in 1905. Participated in
revolutionary accidents in that year and arrested in 1906. Worked
in different schools and offices of the system of popular schooling
since 1918, where he raised to position of the head of the Department
of Science of the Commissariat of Schooling in 1930. In 1931, when
the Museum was moved from the University to that Commissariat and
G.A. Kozhevnikov retired, V.I. Makarov replaced him in the position
of director of the Museum and remained in it until 1939. After the
War, he was working for several years in the Institute of Forestry
of the USSR Acad. Sci.
